Christchurch and East Dorset Local Plan Review

Christchurch Borough Council and East Dorset District Council have begun work on a review of the Local Plan, the document which helps shape the nature of future growth and development in our local area.

Thank you for your comments and potential site suggestions received during the first public consultation stage of this Local Plan Review (Regulation 18 consultation), which has now closed. We are now considering these ahead of the next stages of the local plan's preparation.

The short document we prepared for the consultation introducing the work and the initial timetable for production of the document is still available to view:

Responses received through the Regulation 18 Consultation

The comments and site suggestions we received are summarised in a series of documents, as set out below. We are now considering the issues raised and sites submitted, which together with further evidence gathering will inform the preparation of an options document scheduled for consultation towards the end of 2017.

Comments on the full Local Plan Review were received during the consultation in October and November 2016 together with those received more recently. We have also included a summary of the comments received during the Local Plan Part 2 consultation undertaken during March and April 2015, for which the issues are now covered by this full Local Plan Review:

The following are the maps for the sites suggested to us and can be matched to the comments by the 'Comment ID' number:

A set of the above documents are available to view at the Civic Offices, Bridge Street, Christchurch, BH23 1AZ and at Allenview House, Hanham Road, Wimborne BH21 1AS.

The comments received on the full Local Plan Review can also be reviewed via our online consultation system (opens in a new window), where any supporting documents referred to in the above response document are also available.

What is the scope of the Local Plan Review?

This is an important document which will fully review policies contained in the Core Strategy (adopted in 2014), and older "saved" policies from the Christchurch Borough Local Plan 2001, and the East Dorset District Local Plan 2002, and consolidate these into a single plan.

It will therefore review the general development strategy and major allocations set out in the Core Strategy, consider additional major allocations, and review the suite of general and specific policies contained in that document.

The Local Plan Review will also contain detailed development management policies for certain forms of development, as well as smaller allocations and designations in existing urban areas, or in some cases rural areas.

Why is the Local Plan being reviewed?

The decision to undertake a full Local Plan Review has been made for several reasons:

  • to respond to significant changes to government planning policy and legislation, and to make sure that local planning policy remains up to date
  • to respond effectively to the need for economic growth and stability, and to the continuing and growing need for adequate and affordable housing
  • to revisit policies where supporting evidence has been updated or changed
  • to better address the development and community needs of our rural areas
  • to allow more joined up strategic planning with our neighbouring councils in both Dorset and the New Forest
