Current Development Plan documents

The council has prepared the following development plan documents through extensive public consultation and a public examination.

Brownfield Land Register Part 1

The Town and Country Planning (Brownfield Land Register) Regulations 2017 require councils to produce a register of brownfield land. Registers are produced in two parts: the first sets out all the brownfield sites that are suitable, available and achievable for housing development (according to specific criteria). A second, non-mandatory, part can be produced which gives permission in principle to sites included on it.

In summary, sites have been analysed from several sources in the context of the criteria set out in the regulations. These sources include: the Strategic Housing Land Availability Assessment (SHLAA); Previously Developed Land (PDL) study; a call for brownfield sites; sites allocated for residential uses in development plan documents; and extant planning permissions.

Nitrogen levels from sewage and agriculture are contributing to the growth of algal mats in Poole Harbour, restricting the growth, distribution and variety of important food available for wading birds protected under European and British law and smothering estuarine habitats.

The council has worked closely with neighbouring authorities covering the water catchment of Poole Harbour, the Environment Agency and Natural England to develop a strategy for mitigating additional nitrogen from development.

Early engagement with interested parties and organisations took place during the drafting of the SPD. The SPD was subject to public consultation between 9 October and 20 November 2015. The Council received 26 representations (pdf, 598kb) (opens in a new window) and modified the SPD as a result of the consultation feedback. A Consultation Statement - Nitrogen Reduction in Poole Harbour SPD (pdf, 301kb) (opens in a new window) sets out a summary of the main issues raised and how these have been addressed in the SPD. The modifications were reported to Council on 21 March 2017 and the SPD was subsequently adopted ( Purbeck Adoption Statement Nitrogen SPD (pdf, 131kb) (opens in a new window)).

Settlement extensions are expected to provide their own bespoke mitigation, preferably using alternative technologies of wetland creation. The Council will use CIL to provide mitigation for infill and windfall sites.

  • Overlooking Corfe Castle Purbeck Local Plan Part 1: Planning Purbeck's Future

    The Purbeck Local Plan Part 1 (PLP1) sets out the strategic vision and policies for Purbeck for the period 2006 - 2027. The council adopted it on 13 November 2012 and it will be used to guide new development and determine planning applications. Since the adoption of the PLP1, the Council has started work on the Purbeck Local Plan Review. An Eastern Dorset Strategic Housing Market Assessment (SHMA) was published in 2015 as part of the evidence base for the Local Plan Review. The Council is currently working with the other Eastern Dorset authorities to commission an update to the 2015 SHMA. The Council is not using the 2015 SHMA when determining planning applications, and any implications of the SHMA update will be considered through the Local Plan Review.

    The council adopted the Purbeck Local Plan: Part 1 in November 2012 and the Swanage Local Plan in June 2017. The mapped policy designations are set out on the Proposals Maps.
