Christchurch and East Dorset Local Plan Review
Christchurch Borough Council and East Dorset District Council are progressing work on a review of the Local Plan, to produce documents to help shape the nature of future growth and development in our local area. As a result of Local Government Re-organisation, a decision was taken in February 2018 to produce separate local plans for Christchurch and for East Dorset.
Local Plan Options Consultation
We have recently consulted both on the Christchurch Local Plan and East Dorset Local Plan, which set out the major policy issues and a range of possible policy options for addressing them. This also included options on possible site allocations for housing, employment, open space, etc.
Consultation on these documents ended on 3 September 2018, thank you for the comments we have received. We will publish comments as soon as possible, once processed these can be viewed via our online consultation system. The following consultation documents are still available:
An interactive local plan options consultation map is available to view in more detail selected draft policy designations found in the above documents. It should be noted that it only contains the draft policy designations where the detailed boundaries are too small to show clearly in the main consultation documents.
The consultation documents are supported by a series of appraisals:
The Councils' responses to the comments received during the Regulation 18 Consultation on the scope of the Local Plan Review and 'call for sites' are available:
Further details of the Regulation 18 Consultation that took place during September and October 2016 are also available, including links to supporting documents which were submitted to the Councils.
The consultation documents can still be viewed at the Christchurch Civic Offices, and East Dorset District Council Offices at Allenview House, Wimborne.
The consultation documents are supported by evidence studies that have been prepared and considered in order to develop the Local Plan.

All comments received as part of the consultation will be published on the Council’s website along with your name.
Please note that we will not acknowledge individual comments but will consider all comments received and publish responses to all comments in a response schedule prior to the next consultation stage.
What is the scope of the Local Plan Review?
This is an important document which will fully review policies contained in the Core Strategy (adopted in 2014), and older "saved" policies from the Christchurch Borough Local Plan 2001, and the East Dorset District Local Plan 2002. It was originally intended that these would be consolidated into a single plan, however as a result of Local Government Re-organisation, both Councils agreed in February 2018 to produce separate local plans for Christchurch and for East Dorset.
The new local plans review the general development strategy and major allocations set out in the Core Strategy, consider additional major allocations, and review the suite of general and specific policies contained in that document.
The Local Plan Reviews will also contain detailed development management policies for certain forms of development, as well as smaller allocations and designations in existing urban areas, or in some cases rural areas.
Why is the Local Plan being reviewed?
The decision to undertake a full Local Plan Review has been made for several reasons:
- to respond to significant changes to government planning policy and legislation, and to make sure that local planning policy remains up to date
- to respond effectively to the need for economic growth and stability, and to the continuing and growing need for adequate and affordable housing
- to revisit policies where supporting evidence has been updated or changed
- to better address the development and community needs of our rural areas
- to allow more joined up strategic planning with our neighbouring councils in both Dorset and the New Forest
