Mineral Sites Plan
The Mineral Sites Plan is being prepared to accompany the Minerals Strategy (2014). It will identify sites for mineral extraction to meet national, regional and local needs. Once adopted, the Mineral Sites Plan will allocate suitable sites for the future quarrying of sand and gravel, building stones and ball clay to meet development requirements.
Consultation on additional site - Land at Horton Heath (AS27)
The Mineral Sites Plan was submitted to the planning inspectorate on 29 March 2018 for examination. Inspector Elizabeth Ord LLB (Hons) MA DipTUS has been appointed as the independent Inspector to conduct the examination into the soundness of the Mineral Sites Plan. Public hearings took place during September and October 2018.
During the examination, a site that hadn't been included in the submitted Plan was discussed - land at Horton Heath, Wimborne (reference AS27). The site is now being considered for inclusion in the final Plan. You can download a location map showing the site.
Public consultation on this additional site took place from 17 December 2018 to 28 January 2019. You can view the consultation document and the comments made via the online consultation document.

Details on processing and traffic movements
Further discussion with the site promoter has indicated that, should this site be developed at some time in the future, dry screening of the sand would take place on site, before it was sold and removed from the site. There would not be an on-site washing and sorting plant.
For clarification, it has been estimated that should AS27 be developed as a quarry, it would generate approximately 80 lorry movements per day - that is, 40 lorries in and 40 lorries out. However, this is only an estimate and an accurate figure would not be known unless and until there is a planning application.
Next steps with the Bournemouth, Dorset and Poole Mineral Sites Plan
Depending on the outcome of the hearing session on 14 February, AS27 Land at Horton Heath may be proposed for addition to the Mineral Sites Plan as an allocation. It would be added into the Schedule of Proposed Modifications (changes) to the Mineral Sites Plan, as a proposed addition to the Plan.
All modifications (changes) proposed to the Mineral Sites Plan will be the subject of a further and final consultation before the Inspector prepares her report.
The implications of including this site in the Mineral Sites Plan will be considered once the hearing is completed, and the Inspector has given the Mineral Planning Authority further guidance.
