Brownfield Land Register

The Town and Country Planning (Brownfield Land Register) Regulations 2017 require councils to produce a register of brownfield land. Registers are produced in two parts: the first sets out all the brownfield sites that are suitable, available and achievable for housing development (according to specific criteria). A second, non-mandatory, part can be produced which gives permission in principle to sites included on it.

The Brownfield Land Register background paper explains the process for producing a register. In summary, sites have been analysed from several sources in the context of the criteria set out in the regulations. These sources include: the Strategic Housing Land Availability Assessment (SHLAA); Previously Developed Land (PDL) study; a call for brownfield sites; sites allocated for residential uses in development plan documents; and extant planning permissions.
