Winkton Conservation Area Appraisal and management plan - adopted January 2007

This appraisal document aims to ensure that the essential character of Winkton is suitably protected and that future development is appropriate and sustainable.

The Winkton Appraisal and Management Plan was adopted as supplementary planning guidance by Christchurch council on 24 January 2007 and will be a material consideration when determining planning applications.

A copy can be viewed at Christchurch Civic Offices on Bridge Street during normal working hours (8.45am to 5.15pm Monday to Thursday; 8.45am to 4.45pm Friday). Summary

Winkton is one of 12 designated conservation areas in the borough of Christchurch. It was designated as a conservation area on 16 March 1989 and revised following production of this appraisal which was approved, following public consultation, on 24 January 2007.

The status of the conservation area appraisal and management plan is likely to be supplementary information which may inform a future supplementary planning document (SPD) on the subject of conservation area issues in the borough.

It a particular mix of elements which gives Winkton its character:

  • the high quality landscape setting
  • the natural boundary formed by the river
  • the significant number of mature trees sited both individually and in groups
  • a cohesive core of historic buildings which strongly define the principal routes and spaces
  • consistent use of materials - principally brick and slate
  • a consistent domestic scale, the exception being the former Homefield School
  • uses appropriate to the landscape setting, namely equestrian centres, open paddocks and playing fields
  • sense of a village community despite the issue of traffic on the B3347
  • a dynamic and constantly changing townscape enhanced by the meandering route of the road and the enclosure by trees, boundary walls and buildings
  • glimpsed views to the wider river setting

Recommendations

  • two unlisted buildings have been identified as vulnerable/at risk
  • a small number of unlisted houses would benefit from Article 4(2) Directions
  • three additional areas are considered potentially worthy of being included within the conservation area, principally to protect the landscape setting
  • two areas of enhancement have been identified; one directly and one indirectly affecting the character of the conservation area

Future traffic calming methods should be considered for the B3347, which would preserve and enhance the character and appearance of the conservation area.
