Task and Finish Groups - Christchurch Borough Council

Task and finish groups are informal, usually small and time limited bodies comprising of members and sometimes co-optees brought in from outside, for their specific skills and experience.

The key advantages of working in a Task and Finish Group are:

  • in-depth work is likely to be more successful if removed from the day-to-day business of the committee
  • greater flexibility - smaller groups of members with the ability to co-opt other members and work more informally than the whole committee would be able to do

A scoping document would be completed by the group, at it's initial meeting, so it was understood exactly what was expected during the review. The scoping document would contain information such as:

  • members and co-optees taking part in the review
  • terms of reference of the review
  • potential outcomes and risks of the review
  • how the review fitted into the corporate plan objectives
  • timescales and milestones
  • potential interviewees
  • officers involved
  • report author
  • completion date

Recent task and finish groups

Procurement Procedures Task and Finish Group

A task and finish group was established to review the current procurement approach by Christchurch Borough Council with regard to spending with third parties.

The task and finish group resolved that members would receive a report detailing the review of the procurement rules and progress against the Christchurch and East Dorset Procurement Action Plan 2017 at the meeting of the Scrutiny and Policy Overview Committee, held on 14 November 2017.

Highcliffe Beach Huts Task and Finish Group

A special meeting of the Scrutiny and Policy Overview Committee was held on 11 October 2016. At the meeting members undertook an enquiry into the Highcliffe Beach Huts Project, including the process leading to the project commencement, technical/expert advice, community engagement the Plum Productions Agreement. At that meeting it was agreed by the Committee that a final report would be drawn together by the Highcliffe Beach Huts Task and Finish Group.

Scrutiny - Traffic Regulation Orders Task and Finish Group

Following a request from the former Community Services Committee, a Task and Finish Group was established to look into the issues surrounding the traffic regulation orders process between the Borough Council and Dorset County Council.

Concessionary Parking Permits Task and Finish Group

Each year the Borough Council routinely issues approximately 460 concessionary parking permits to various organisations.  Following requests for additional concessionary parking permits to be issued it was considered that a set of criteria for the equitable distribution of permits should be agreed before any additional permits were issued.

The process leading up to the erection of the Mudeford Sandbank Pontoon Gate Task and Finish group

At the meeting of the Committee on 24 May 2016, Members decided to undertake a review into the process leading up to the erection of the pontoon gate at Mudeford Sandbank and whether that process was both correct and transparent.

Out of Hours Task and Finish Group

Members of the Scrutiny and Policy Review Committee have recently undertaken a joint review with East Dorset District Council on the out of hours service provided by the partnership.

In House Pest Control Service

Following a request from the Head of Health and Housing, Members of the Scrutiny and Policy Review Committee have recently undertaken a joint review with East Dorset District Council on the provision of the in-house pest control service and to explore future options.
