David McIntosh, Chief Executive - Christchurch and East Dorset Partnership
As Partnership Chief Executive, David provides leadership, strategic direction and ensures the effective management of resources to deliver best value services to the residents of Christchurch and East Dorset. His role also requires that he acts as appropriate returning officer when required and as determined by legislation.

The Chief Executive works closely with Members to ensure that the following is achieved:
Leadership and Management
- shape the organisation to deliver effective and efficient services
- promote employee engagement, learning and development and support the development of effective policies and services in response to the changing demands imposed by legislation, government intervention and service demands
- ensure Members are able to formulate and determine policy in a way consistent with the effective, financially prudent and legal operation of each council
- establish and maintain effective working relationships with the Leaders of the councils, other Political Group Leaders and all Members.
- work with political understanding, acknowledging the different political framework of each council
- provide a framework within which to challenge service provision ensuring that services are effective, efficient and customer focused.
- provide good value for communities through public engagement.
- ensure that service delivery is supported by a performance management system that monitors success, maximises resources, uses best practice, new technology and innovation.
- ensure the councils' commitment to equality of opportunity for all employees and Members, within a culture of fairness, equality and respect, is achieved
The Key Responsibilities of the Chief Executive are to:
- work with elected members to provide clear advice and support regarding the strategic direction for delivery of council services
- provide decisive leadership for the organisations in pursuing the vision, strategic goals and priorities of the councils
- ensure effective governance with robust policies, processes and procedures that demonstrate transparency, accountability and best value
- lead and manage an effective and forward thinking Shared Management Team to ensure efficient and successful strategic and operational management
- drive transformational change through the organisations to create a common platform for the delivery of services to the community
- create a businesslike culture of continuous improvement and drive forward service integration
- ensure that effective systems are in place to develop, manage and monitor performance at strategic, corporate and service levels.
- work to ensure that the needs of the community are met and provide effective, efficient and economic services
- develop and maintain effective partnerships with other authorities as well as central government, public, private and voluntary organisations
- to be an ambassador for the councils by promoting their interests and reputation and ensuring they are fully engaged with partners and communities
- maintain and develop positive relationships and effective ways of working with employees, trade unions and elected members
- promote the councils' commitment to valuing diversity and providing equal access to service delivery
